SPG sight STING RETRO for World of Tanks 9.17.1

1. Completely redesigned artillery Sight (added new types of artillery and completely revised estimates for new guns and ammunition)
2. Fixed display of FPS, PING fixed travers.
3. In set zoom mod for tanks and artillery, max height is set at 300.
4. Changed configurator for this run.
